Liberals and conservatives endorsed guaranteed income in the 1960s, and a plan passed the House of Representatives by two-to-one, but was blocked in the Senate. Martin Luther King Jr., in speeches and his last book, strongly called for it, “There is nothing except shortsightedness to prevent us from guaranteeing an annual minimum – and livable – income for every American family.”
